It is possible that employees of DRPCIV (Car Permits and Registrations, Romania), together with employees of the Romanian Car Registry, have knowingly registered a large number of stolen vehicles.
2. COLOR CHANGES BEFORE SALE
It is possible that the vehicles in point one above have had their color changed before being sold.
3. CERTIFICATES OF AUTHENTICITY ISSUED FOR STOLEN CARS
It is possible that a significant number of employees of the Romanian Car Registry have issued certificates of authenticity for stolen vehicles, within the period provided by law.
4. DATABASE CREATED BY CAR THEFT NETWORKS
It is possible that the new database in which employees of the Romanian Car Registry check whether the vehicle to be registered is stolen, was created by some of the members of the networks that steal and sell cars in Romania.
5. AUTHORIZATION OF NON-STANDARD CAR SERVICES
It is possible that the Romanian Car Registry has authorized a significant number of car services that did not meet the standards.
6. LEGISLATIVE GAPS IN LEGAL/ILLEGAL CAR TRANSACTIONS
It is possible that Romanian legislation does not satisfactorily cover the issues in the field of legal/illegal car transactions.
7. CAR FAIRS AS CHANNELS FOR STOLEN VEHICLES
It is possible that, at the Vitan-Bârzești car fair and other car fairs in the country, a significant number of stolen vehicles may have been sold over time, with the voluntary consent of the leadership of the Romanian Police and, possibly, of the leadership of the Ministry of Internal Affairs in Romania.

9. CROSS-BORDER OPERATIONS OF THE THIEVES’ NETWORK
It is possible that the thieves’ network also operates in other countries (in Bulgaria, for example).
10. INDIVIDUAL INVOLVEMENT – A ROMANIAN CITIZEN
It is possible that St… (surname) G. (father’s initial) Daniel-Gabriel (surname), a Romanian citizen, born in Bucharest on 16.07.1957, may have traded in stolen vehicles.
11. POLICE SUPPORT FOR THIEVES AND CRIMINALS
It is possible that many of the Romanian Police officers (Serbian, Bulgarian, Moldovan, etc.) are supported by thieves and criminals.
